The Support to Public Administration Program was created in 2012, aiming to empower the municipal authorities, strengthening their role as agents of local development.

The initiative is the result of a partnership with BNDES (National Bank for Economic and Social Development) and aims to support the towns where Votorantim operates, especially those with a low Human Development Index (HDI) and population of less than 50,000 people.

Its methodology works on two fronts: Modernization of Administration and Territorial Planning.

Within Modernization of Administration, the program works on fiscal accountability – through projects on tax, administrative issues, education, social assistance and health – governmental planning, and on transparency and social participation.

Within territorial planning, it offers technical support to the elaboration of sectoral plans (Master Plan and Sanitation, Housing or Mobility Plans) and executive projects to guide the public administration to raise resources in specific development categories.
